Privacy Policy

Themis is an enterprise platform that aggregates federal solicitations and coordinates subcontractor bid submissions under a prime contractor of record. This policy describes what we collect, why we collect it, and the third-party services we rely on to operate the platform.
1. What we collect
When you create an account, our identity provider records the minimum identity information required to authenticate you: your email address, your display name, and any profile fields returned by the OAuth provider you elect to sign in with. We do not request government identifiers, payment instruments, or sensitive personal data. When you submit a bid, we store the structured fields you provide (price, capability summary, points of contact) along with any capability documents you attach.
2. How we use it
Identity data is used solely to authenticate you to the platform and to associate your bid submissions with your account. Bid submissions are made available to the platform operator, who acts as the prime contractor of record, for the purpose of evaluating and forwarding qualified bids to the contracting agency. We do not sell, share, rent, or monetize user data, and we do not use your information for advertising or behavioral profiling.
3. Third-party services we rely on
Authentication is handled by Clerk, whose privacy policy governs the storage and processing of identity data within their identity service. Application data, including bid submissions and uploaded capability documents, is stored by Convex and is encrypted at rest by the provider. Solicitation listings and contract obligation figures are ingested from public federal sources — primarily SAM.gov and USAspending.gov — under their respective terms of use. We do not transmit user identity data to these federal sources.
4. Data retention and deletion
We retain account and bid records for as long as your account is active. Withdrawn or rejected bids are retained for audit and compliance purposes and may be deleted on request. You may request deletion of your account and associated submissions at any time by emailing the address listed below; we will process verified deletion requests within a reasonable timeframe, subject to retention obligations imposed by the underlying federal procurement workflow.
