Terms of Service

Effective May 17, 2026

These terms govern your use of Themis, an enterprise platform operated by AceWatt that aggregates federal solicitations and coordinates subcontractor bid submissions under a prime contractor of record. By creating an account or submitting a bid through the platform, you agree to the terms set out below.

1. Service description

Themis provides a workspace for discovering federal solicitations, computing bid economics, and submitting capability statements to the platform operator for evaluation as part of a prime contractor’s response. The service is currently in active development; we make no guarantee of uptime, feature stability, or continuous availability, and we may change or remove functionality without prior notice.

2. User responsibilities

You are responsible for the accuracy of the information you submit, including pricing, points of contact, and capability documents. You represent that any PDFs or other materials you upload are yours to share, that they do not infringe any third-party rights, and that they do not contain classified or otherwise restricted information. By submitting a bid, you grant Themis the rights necessary to display and aggregate your submission for review by the platform operator acting as the prime contractor of record.

3. Prohibited uses

You agree not to scrape the platform with automated tooling, circumvent or attempt to circumvent administrator authorization, submit bids that are knowingly false or that you are not authorized to commit, impersonate another entity, or use the platform to facilitate any unlawful activity. Attempts to interfere with the integrity of solicitation data or other users’ submissions are prohibited.

4. Data sources and attribution

Solicitation listings, agency identifiers, and contract obligation figures shown on the platform are sourced from public US government systems — primarily SAM.gov and USAspending.gov — and are used in accordance with their respective terms of use. Themis does not represent or warrant the completeness, timeliness, or accuracy of federal data, and you should verify any award-relevant figure directly against the originating system before relying on it.

5. Termination

The platform operator reserves the right to suspend or terminate any account, at its sole discretion, for violations of these terms, for abuse of the platform, or where required by the underlying federal procurement workflow. You may close your account at any time by emailing the address below.

6. Disclaimer

Themis is not affiliated with, endorsed by, or sponsored by the United States federal government, the General Services Administration, SAM.gov, or USAspending.gov. The service is provided on an “as is” basis without warranties of any kind. To the maximum extent permitted by law, the platform operator disclaims liability for any indirect, incidental, or consequential damages arising from your use of the platform.
